Glass for Europe’s work on Carbon Leakage exposure

Glass for Europe answered to the European Commission public consultation on the “Methodological choices for determining the list of sectors and subsectors deemed exposed to a significant risk of carbon leakage, for the period 2021-2030“.

The Commission is currently completing its assessment of all relevant industries to assess the level of exposure to carbon leakage. It will issue its first draft list in May 2018. In the meantime, Glass for Europe has worked with the consultant CEPS to determine the CL exposure of the flat glass industry, using a methodology as close as possible to the one used by the European Commission itself. The final piece of work is not yet available but first indications suggest that the manufacture of flat glass’s exposure to carbon leakage is well above the directive threshold and should not be questioned.
